Abstract

The paper emphasizes the distinction between «property rights institutions», which protect citizens against expropriation by the government, and «contracting institutions», which enable private contracts between citizens. During the Medieval Age, while the State was weak, «contracting institutions» have been prevailing. San Giorgio can be seen as an expression of different forms of «contracting institutions». This kind of institutions allowed to reduce the risk on the debt issued by the Republic of Genoa. However, in the Middle Age, without a strong State, the level of public debt risk remained high and could be substantially lessened only through the constitution of «property rights institutions», like central banks.
